The costs of bullying

Pennsylvania lawmakers have made a bold proposition to halt bullying. If passed, parents of bullies will be fined. I think that I am loving this idea. Hitting parents in their wallets could be the answer. On the flip side, many children bully others because of lack of love and support at home. Some of these children face abuse at home. What are your thoughts?
